He had the fortune of being a very intelligent child, something that was a trait shared by few of his family members the other being his older brother and best friend robert (who has the same powers and taught him how to control it) with whom he ran away with to travel the world

imo you Personality seems very well done, you come off as a highly logical person that compliments your intelligence, but you might have a sense of apathy for rules you gained from your brother at a young age, i see how it works out and i like how its deciribed.
But i think your bio needs work, the use of the term 'White trash' is something that completely put me off, maybe something like 'was raised in a family with low social standing. He had the fortune of being a very intelligent child, something that was a trait shared by few of his family members.'
Other then wording like that, you should use your bio to create past events, something that will drive Virgil.

ok i think i fixed it also i changed his powers.also he doesn't really have a "drive" he just wanders until he finds some kind of injustice to solve

Power looks good now, altho like Surge(same ype of power) without alot of control you'll be absorbing electricity without any way to stop yourself, i assume like her you'd need a pair of specifically-designed gauntlets tp help you control it.

You'll need to work on your Stamina, as its lowwer then most mutants but you powers should make it higher.
In fact im not sure why it isn't in the app, but you(and everyone else) should get 35 extra points to add to your stats in places that effect your powers only.
